32 Amnesty Scholars Bag First Class as PAP Celebrates Academic Excellence
Thirty-two students sponsored by the Presidential Amnesty Programme (PAP) have graduated with first-class honours across Nigerian universities in 2025, underscoring the programme’s growing impact on human capital development in the Niger Delta.
In addition, no fewer than 134 PAP scholarship beneficiaries earned second-class upper division degrees in highly competitive disciplines during the same academic year.
The graduates excelled in courses including law, pharmacy, aeronautical engineering, cybersecurity, electrical and software engineering, nursing science, mechanical engineering, architecture, accounting and criminology. Others studied computer science, anatomy, international relations and diplomacy, geography and regional planning, microbiology, public health, information technology, medical laboratory science, estate management and mass communication.
Commending the scholars, PAP Administrator, Dr Dennis Brutu Otuaro, described their performances as “remarkable” and a strong validation of the programme’s educational objectives.
He said the outstanding results achieved under his leadership reflected the discipline, commitment and seriousness of purpose displayed by the beneficiaries, noting that their success stories align with PAP’s core mandate of promoting peace and sustainable development in the Niger Delta.
“These sterling academic achievements are proof that the investment in education under the Amnesty Programme is yielding results,” Otuaro said. “They have made the Federal Government, the PAP Office, their communities and the entire Niger Delta proud.”
The PAP boss added that the results also resonate with President Bola Tinubu’s Renewed Hope Agenda, stressing that education remains a critical pillar in transforming the oil-producing region.
Otuaro attributed the scholars’ success to the strong backing of President Tinubu and the effective supervisory role of the Office of the National Security Adviser, led by Mallam Nuhu Ribadu.
“We deeply appreciate Mr President for his unwavering support. Without it, these impressive feats and other successes recorded by the programme would not have been possible,” he said, while also acknowledging the National Security Adviser’s office for ensuring effective oversight.
He urged current PAP scholarship beneficiaries across universities to emulate the high standards set by the 2025 graduates and sustain the programme’s rising academic profile.
According to him, the Niger Delta people are pleased with the attention given to the region by the Tinubu administration, citing continued investments in regional agencies and major infrastructure such as the Lagos–Calabar coastal highway.
“The Niger Delta has a listening father in Mr President,” Otuaro added. “His actions show clearly that the region is a priority, and the people will respond at the appropriate time with gratitude.”
