FG Must Act Now: How NIMC’s Systematic Extortion Is Crushing Nigerians

By Ezekiel Kagbala

FocalPoint Reports can authoritatively reveal that the hardship, extortion, and humiliation Nigerians face daily at National Identity Management Commission (NIMC) centres are not accidental system failures. Rather, investigations from different quarters have come to a major conclusion that all these are products of a deeply entrenched, well-coordinated corruption network operating under official cover.

Our investigation establishes that the widespread defrauding of Nigerians by fraudsters, agents, and roadside operators is a direct consequence of NIMC’s operational culture. While the Commission routinely issues public disclaimers warning citizens not to patronize “unauthorized persons,” the reality on ground tells a far more troubling story.

The fact remains that across several NIMC centres, authorized offices operate behind closed doors while extortionists openly loiter around the premises. These individuals, commonly dismissed by NIMC as “fake agents,” are in fact central to the extortion system. Findings by FocalPoint Reports indicate that they are knowingly tolerated and in some cases deliberately planted by officials inside the offices to intercept applicants seeking NIN enrollment, corrections, or modifications.

The process is predictable and disturbing. For instance, desperate Nigerians are stopped outside the offices and told that official channels are not working due to “network failure.” The agents then demand exorbitant fees, collect sensitive personal information, and relay both money and data to NIMC officials operating inside restricted offices. The amount paid determines how quickly the issue is resolved. Those who insist on paying the official government-approved rate are routinely stalled, frustrated, or sent away with endless excuses.

To worsen matters, the surge in suspended NINs has unfortunately crippled access to essential services such as JAMB profile code generation and NYSC registration. Students, graduates, and job seekers are pushed into panic and desperation. Instead of solutions, they encounter excuses: no network, no fuel for generators, no paper, no chairs, no manpower.

These excuses have become tools of coercion, deliberately used to force citizens into the hands of extortionists.

FocalPoint Reports’ on-the-ground investigation at NIMC centres in Warri South Local Government Area of Delta State No. 10, Swamp Road, off Robert Road, uncovered further red flags as some allegedly received money for capturing while working under NIMC officials who now styled themselves with funny names as presidency and many others using perhaps nicknames. It is important for relevant agencies including the Warri area command to give attention to end the unholy act.

Many enrollment and registration outlets lack visible signposts identifying them as accredited NIMC centres. This absence of transparency raises grave concerns about data manipulation, deliberate obstruction, and the possible tampering of citizens’ records to sustain extortion.

Even more alarming is the contradiction observed: while official NIMC channels consistently claim “poor network,” the extortionists boast of faster processing and better connectivity—at a price.

This paradox exposes a system deliberately engineered to fail officially while thriving unofficially.

What this investigation further reveals is a microcosm of Nigeria’s larger corruption crisis, one that has penetrated even the most basic civic processes. Nigerians seeking a fundamental right are treated as conquered people in their own country, subjected to humiliation, mental torture, and financial exploitation. The message from the system is brutal: pay or be denied your rights.

With the unfolding scenario, needless repeating the obvious that NIMC and its unregulated outlets have virtually turned identity management into a commercial racket, thriving on inefficiency, secrecy, and desperation. Also, this sustained abuse reflects a dangerous indifference by the state toward its citizens, reducing them to tools for private enrichment.

FocalPoint Reports believes these revelations should immediately trigger action by the Nigeria Police Force and relevant anti-corruption agencies.

There must be a full-scale probe into NIMC operations, not only in Warri South Local Government Area of Delta State but nationwide.

Special searchlight should be beamed on the role of officials who use intermediaries to extort Nigerians while shielding themselves from direct blame.

It is our firm belief that until decisive action is taken, NIMC will remain a symbol of institutionalized exploitation—and the Federal Government will remain complicit by silence. Nigerians deserve transparency, dignity, and service, not extortion masked as bureaucracy.
