Dennis Otuaro Turns PAP into Beacon of Hope, Peace, Security in Niger Delta — Frank Akiefa

Prominent Ijaw youth leader and former freedom fighter, Chief Comrade Frank Akiefa, has delivered a resounding endorsement of the Presidential Amnesty Programme (PAP), declaring that the initiative has been reborn under the visionary leadership of Dennis Otuaro, whom he described as “the best administrator the programme has ever had.”
Akiefa said since Otuaro’s appointment in March 2024, the Presidential Amnesty Programme has undergone sweeping reforms that restored confidence, transparency and purpose, transforming the agency into a true beacon of hope, peace and security across the Niger Delta.
According to him, Otuaro introduced merit-based governance, transparent systems and sustainable short- and long-term planning that have repositioned PAP as a results-driven institution focused on human capital development and post-conflict stability.
“Dr. Dennis Otuaro has brought discipline, vision and credibility to PAP. His leadership style is inclusive, transparent and people-oriented. Today, beneficiaries feel the impact directly in their lives,” Akiefa said.
He noted that under Otuaro’s watch, education and capacity-building have been aggressively revitalised, with over 1,000 Niger Delta students currently enrolled in Nigerian universities through the Amnesty Programme. Of this number, no fewer than 32 beneficiaries graduated with First Class honours, while 134 earned Second Class Upper degrees a feat Akiefa described as “unprecedented in the history of PAP.”
Beyond academics, Akiefa highlighted the revival of previously stalled aviation and maritime training programmes, including the deployment of cadet pilots, as evidence of Otuaro’s determination to equip Niger Delta youths with globally competitive skills.
He added that improved stipend payments, renewed vocational training pipelines and innovative reintegration strategies have drastically reduced restiveness, strengthened peace and reinforced security in oil-producing communities.
“Under Otuaro, PAP is no longer just an intervention programme; it is a platform for empowerment, dignity and sustainable development. Ex-agitators are being reintegrated meaningfully, and communities are witnessing real progress,” Akiefa stated.
He stressed that the reforms have not only restored PAP’s mandate but also reaffirmed its critical role in promoting long-term peace and economic stability in the region.
Akiefa further commended Bola Tinubu for what he described as a “masterstroke” in appointing Otuaro, insisting that Niger Delta people now have tangible reasons to rally behind the President.
“President Tinubu made the right call. The Niger Delta can feel the difference. With Dennis Otuaro at PAP, hope has returned, peace is strengthened, and development is taking root. This performance will resonate strongly with the people as 2027 approaches,” he said.
He concluded that history would record Otuaro’s tenure as a defining era in which the Presidential Amnesty Programme was transformed into a credible institution delivering measurable impact for the Niger Delta and Nigeria at large.
