PAP: Akiefa Unveils Otuaro’s Achievements Beyond Human Capital Development

A prominent Ijaw youth leader and former freedom fighter, Chief Comrade Frank Akiefa, has lauded the Coordinator of the Presidential Amnesty Programme (PAP), Dennis Otuaro, for what he described as far-reaching achievements that extend beyond human capital development.
Akiefa, who spoke in Warri, said Otuaro’s leadership has not only transformed PAP into a human capital development-driven initiative but has also delivered reforms in data management, peacebuilding, vocational training, and administrative efficiency across the Niger Delta.
He commended President Bola Ahmed Tinubu for appointing Otuaro and appealed for the sustenance of his tenure to consolidate ongoing gains in the region.
Akiefa highlighted that under Otuaro, PAP has recorded significant milestones, including: transition from a stipend-based scheme to a structured human capital and empowerment programme.
Data Reforms Verification of over 12,000 beneficiary records, removal of ghost entries, and strengthening of database security systems.Educational Advancement: Deployment of over 1,500 students to Nigerian institutions and sponsorship of offshore scholars, alongside hundreds of graduations.
Vocational Training Boost: Training of ex-agitators in aviation and maritime sectors, including aircraft engineers, pilots, and maritime cadets.Peacebuilding Efforts: Resolution of over 100 conflicts through alternative dispute mechanisms, fostering stability across ex-agitator camps.
Stakeholder Engagement: Regular consultations with traditional rulers, youths, and women groups across the Niger Delta.
Improved Communication: Handling of over 23,000 beneficiary calls, enhancing response systems and support services.
Administrative Efficiency: Upgrades in office infrastructure, staff welfare packages, and improved operational systems.
Leadership Beyond Human Capital Development, Akiefa stressed that while human capital development remains central, Otuaro’s impact cuts across institutional strengthening and peace consolidation.
“Otuaro has gone beyond training and empowerment. He has restored confidence in the programme, ensured transparency, and strengthened peace in the Niger Delta,” he said.
He noted that Otuaro’s background in public administration, development studies, and his experience in agencies like the Niger Delta Development Commission (NDDC) have contributed to his effective leadership.
The Ijaw leader urged the Federal Government to sustain Otuaro’s leadership, warning that discontinuity could slow down the progress achieved so far.
According to him, the Presidential Amnesty Programme remains a critical tool for maintaining peace and driving development in the oil-rich region.
Akiefa reaffirmed that with continued support, PAP under Otuaro is well-positioned to deepen empowerment, reduce restiveness, and promote long-term stability in the Niger Delta.
